Xanthe Costas is a New America Corporation employee, newly immigrated to Torzucán. She is a Communications Engineer working on the Comm system in New Dawn. Her job is to program a working communications network for the Occupation. She meets Michel Larivee-Boulé and becomes sympathetic to the Resistance cause and has a romantic affair with Michel.

Born to an Athens fisherman and his writer wife, Xanthe grew up with a humble background and a strong sense of ethics. She is very angry that New America Corporation sent her to Torzucán under false pretenses, with no way to return.
